As of April 2, 2025, Michigan contractors working on prevailing wage projects are subject to expanded compliance requirements. These new rules apply to all contractors and subcontractors engaged in state-funded construction projects, and failure to comply may result in ineligibility to bid or perform work.
What You Need to Know
- Annual Contractor Registration Required:
Any contractor or subcontractor employing construction mechanics must register online with the Michigan Department of Labor and Economic Opportunity (LEO) before bidding or starting work on prevailing wage projects.
REGISTER ONLINE HERE - Invoice & Payment:
After registration, LEO will send an invoice via leo-whcertifiedpayroll@michigan.gov. Payment must be made online through The Pay Place, or by mailing a check to:

Once payment is confirmed, LEO will issue a registration verification letter and provide access to LCP Tracker, a web-based system for submitting certified payroll electronically.
